The Lambton Presbytery met at its regularly scheduled meeting on February 18, 2016 at St.

Luke’s United Church. A lovely stew supper was prepared and served by members of St. Luke’s

United Church. Rev. Melanie Kirk, the minister at St. Luke’s led the worship with St. Luke’s

choir. Acting Chair Carolyn Wilson Wynne constituted the meeting at 6:27 p.m. with a quorum

present. She opened the meeting by saying, “In the Name of Jesus, the one true Head of the

Church and by the authority vested in me, I now declare this meeting constituted for the

transaction of such business as may properly come before it.”


Moved by Carey Wagner, seconded by Pat Whitton and carried that the agenda be

accepted as amended to include a motion to approve the delegates to London Conference.


Moved by Betty Jean Page, seconded by Dan Leaver and carried that the Consent Docket

be accepted as distributed. (See Appendix- 2016:13)

The Presbytery received a report from Mandaumin United Church indicating that at a duly called

meeting of the church on February 7, 2016 that the congregation passed a motion to hold its final

regularly scheduled worship service on June 26, 2016.

Moved by Jim Breen, seconded by Pete Brennan that Lambton Presbytery accept the

request of Mandaumin United Church to hold its final worship service on June 26, 2016

and to appoint Louise Hall and Connie Ellis to walk with the congregation. Abstention

Wendy Milliken.

Sandra Fogarty led presbyters in a prayer of support for the congregation

Pastoral Relations – Carey Wagner

Carey Wagner announced that he had received a request for a change of pastoral charge from

Susan Browning of Grace United who has accepted a new position in the Middlesex area.

Moved by Carey Wagner, seconded by Jim Breen and carried that Lambton Presbytery approve the

request from Brigden United Church to declare a ¾ time vacancy effective July 1, 2016. Abstention:

Sandra Fogarty

Carey Wagner explained the Voluntary Associate Minister, VAM, designation. He said that

ministers who are retired or are not serving in a recognized ministry, need to have an agreement

with a congregation in order to officiate at weddings. The court was told that this is what the

province of Ontario is requiring.


Pat Whitton gave a report on the Lambton Refugee Committee which has received about

$50,000 to date. She said that three more fund raisers are planned: a Jazz Night at St. Giles

Presbyterian Church; A Pasta Night at the Dante Club where proceeds will be divided between

the various refugee sponsorship programs; Frankie and the Fairlanes on April 17 at Grace


She said the committee may be given only 48 hours’ notice on the arrival of the family. She said

the committee has temporary housing arranged for the family and more long-term housing is

being arranged. Donations of clothing and goods can be donated to Goodwill and Value Village,

on behalf of the family so that vouchers can be given to the family so that the family can pick out

their own supplies.


Treasurer Connie Ellis outlined the budget for 2016, saying she has tried to keep it close to the

year before.( See Appendix: 2016 – 20, 21)

Moved by Wilma Johnson, seconded by Judy Raymond and carried that the budget for

2016 be approved as presented.

Connie Ellis outlined the steps taken to determine the type of financial review needed for

presbytery finances. She said the lowest cost of a review would be $1,500 and that would just

insure that the data is presented fairly. She said a more analytical review would cost $2,000-

$3,000. She said she did not think a detailed review was needed and would seek someone who

would accept an honorarium.

Moved by Betty Jean Page, seconded by Judy Raymond and carried that Lambton

Presbytery seek a qualified person to examine the financial books of Lambton Presbytery.

Moved by Betty Jean Page, seconded by Elizabeth Wood (MacDonald) and carried that

Lambton Presbytery allow Watford United Church to borrow $15,000 from their manse

fund to install a metal roof on the Christian Education wing of the church. Abstention:

Carey Wagner.

NOMINATIONS – by Louise Hall

Moved by Louise Hall, seconded by Pete Brennan and carried that the following people,

having been appointed by their congregations be approved by Lambton Presbytery to

attend London Conference in May, 2016: Bonnie Neely, Ruth Leitch, Marion Henderson,

Judy Raymond, Ward Armitage, Jim Johnson, Gillian Ewing, Ida Burley, Susan

Barnetson, Jack Prouse, Heather Dannon, Bill Milliken.

Moved by Louise Hall, seconded by Brenda MacMain and carried that the Lambton

Presbytery appoints the following people to attend Conference as members-at-large: Nancy

Andrews, Wilma Johnson, Louise Hall, Pat Whitton, Ann Carr, Matthew Stevens, Connie



Connie Ellis gave the report on the Conference Executive (See Appendix: 2016-18,19)


The secretary for Lambton Presbytery read the Admission Circulation Lists for

June 15, 2015 and December 2, 2015. ( See Appendix: 2016-16, 17)

Any Presbytery with objections should communicate directly to the person’s recommending

Conference. It must be in writing, and include supporting documentation and be sent to the

Executive Secretary of the Conference.


Moved by Carey Wagner, seconded by Pat Whitton and carried that the meeting of

Lambton Presbytery be adjourned. Acting Chair Carolyn Wilson Wynne ended the meeting

with a prayer, recognizing the losses and new beginnings discussed during our meeting. The

meeting was adjourned at 7:26 p.m.

A CONSENT DOCKET contains motions that are not likely to require discussion. If anyone

wishes to discuss an item it will be removed from the Consent Docket and placed on the

Discussion Docket. If anyone has a question for clarification about an item on the Consent

Docket it will be answered if possible with a brief explanation. The item may be put on the

Discussion Docket at the Chairperson’s discretion.

The following are basic facilitating motions for the meeting:

(A) THAT all VISITORS be made CORRESPONDING MEMBERS (which means that

visitors are invited to speak but DO NOT HAVE A VOTE.)

(B) THAT the ROLL CALL be those who signify their attendance by legibly signing the

attendance sheets (The Secretary will list any names that have been received for Regrets

on the Attendance Sheet).

(C) THAT all MINUTES of Lambton Presbytery Executive pages 2015-69 to 2015-76 be

accepted as printed.

(D) THAT all MOTIONS be written clearly or typed for the Secretary.

(E) THAT all REPORTS be written clearly or typed for inclusion in the Minutes.

A motion will be received to accept the Consent Docket in its entirety unless someone has

requested that an item be moved to the Discussion Docket to allow discussion. The

remainder will be accepted as one item.

London Conference Executive Meeting

February 17, 2016

Oriented new members to the ongoing work with Fairfield and the vacant land currently used

for Foodgrains bank, Iona College and becoming an Affirming Conference.

Fairfield: As directed at the 2015 Annual London Conference meeting work has continued and

yesterday the agreement to return a parcel of land across from the Fairfield Museum was

approved to be presented to the Delaware Nation, Moravia of the Thames. The sale price is $2

and the condition that the lands be developed in a manner consistent with the heritage of the

site. The land will continue to be used for Foodgrains Bank until such time as Delaware Nation

is in a position to develop the site.

Iona College: At their annual meeting in October voted to move to Legacy Status and

announced the same on CBC Windsor the next day. This follows the insistence of London

Conference over a number of years that they comply with the requirements of Conference and

the governments for incorporations. They continue to fail to do so. Conference is working

diligently to obtain for Middlesex Presbytery the $100000 trust fund owing to them that they

had given to Iona College. Essex has already forgiven a much larger trust.

UCC Website: The new United Church Website has been launched but as of yesterday was only

20% uploaded so be patient. This morning I could find anything I looked for. It is very, very

different and to me exciting. Take a look.

London Conference’s Affirming Ministry. Committee had begun work on becoming an Affirming

Ministry. The committee is in its early stages and their work has no direct impact on local

congregations and Presbyteries except that maybe some will become interested in taking on

the process.

February 29th: the Remit packages will be sent out. The paper package will include study guide

and educational material. The vote on three of the remits will be at the Presbytery level by

February 2017 and the other 4 around the renewal of the church June 2017, One Order of

Ministry 2018. Notice is given that one of the remits deals with the method of calculating

assessments and that for churches east of Manitoba assessments will go up as they have been

lower than the West for years.

Nominating Committee: is in search of 4 new chair persons: Archives, E&S, Mission Support

and Settlement.

Budget forum April 1st: attending F&A Chair or someone appointed.

UCW Event on Saturday April 16 at Sprucedale United Church, Chatham; Westminster Weekend

April 29-May 1, Summer Event Sat. July 16.

United Church has struck a committee in response to the United Nations resolution on

Indigenous People.

At this time are unable to continue to financially support the Pedra Girls Bursary Program as

Church World Services are no longer able to support the program so we have no means of

funneling our money and have the kind of oversight required.
